Doing the newbie quest again will allow you to switch allegiance without taking a hit to your ranking. I am not sure how much Allied notes either of these methods cost. It is said to cost when you switch back to a country though, something along the lines of 300 AN and your two highest rankings. Only looked it up on the possibility to get cobra gear from Windurst and have only looked on Bluegartr and Alla, so I don't know if it is one hundred percent correct. Mmm, my friend Jkun switched from Sandy -> Windy to pick up some gear and back to Sandy and I think the only penalty he suffered was being demoted one rank or something, I'll quiz him on it some time.
